The Numbers Guy Concord Needs
Scott Bryer spent 35 years making sure New Hampshire's money was accounted for. Now he's doing the same thing in the State House.
Scott grew up in Saugus, Massachusetts and built his career in New Hampshire. He started as an auditor with the Office of Legislative Budget Assistant in 1988 and worked his way up to running the Department of Safety's Road Toll Bureau, where he managed motor fuel tax administration. He holds a management degree from UMass Boston, an MBA from Southern New Hampshire University, and a CPA license.
His work in fuel taxation earned him a national reputation. He chaired the Federation of Tax Administrators Motor Fuel Tax Section in 2014 and 2015 and spent more than a decade on the International Fuel Tax Association Board of Trustees, serving two years as president. In 2024 he received the Robert E. Beck Lifetime Achievement Award for his contributions to the field. He retired from state service in 2023.
Scott is running for reelection to the House of Representatives representing Rockingham District 1 — Northwood and Nottingham — where he serves on the House Ways and Means Committee. He and his wife Cindy have one daughter, Taylor.

Scott Bryer will continue to vote against any attempt to implement a state sales tax or income tax, protecting New Hampshire's competitive advantage that has made us a magnet for businesses and families fleeing high-tax states like Massachusetts and Vermont. He will oppose any legislation that shifts our tax burden away from the local property tax system that gives Granite State communities direct control over their spending priorities. When elected to represent Rockingham 1, Scott will stand as an unwavering firewall against Concord politicians who want to turn New Hampshire into another high-tax New England state.
Invest in Our Highway Infrastructure, Roads and Bridges
Scott Bryer will continue to push for dedicated state funding to repair Route 1A, Route 101, and the crumbling bridges throughout Rockingham County that create daily traffic bottlenecks and safety hazards for our families. He will work to redirect existing state revenues toward infrastructure priorities instead of raising taxes, ensuring property taxpayers aren't stuck with the bill for emergency repairs when preventative maintenance is ignored. Bryer will advocate for streamlining the state's highway project approval process to get our roads fixed faster and more efficiently.
Fight to Maintain Local Control
Scott Bryer will oppose any state mandate that strips Rockingham County towns of their authority to set local budgets, zoning decisions, and school policies without interference from Concord. He will push back against unfunded mandates that force property taxpayers to foot the bill for programs imposed by the legislature. New Hampshire's tradition of town meeting governance is worth defending, and Scott will use his seat in the House to make sure decisions about Rockingham communities stay in Rockingham hands.
